Smalls are whole buds that grew small: popcorn-sized flowers from the lower branches, which get less light than the top of the plant. Shake is the loose material that breaks off buds during handling. Both grind and roll like any other flower and cost less per gram than big top buds, mostly because of how they look. Mixes of smaller buds from the top-shelf and exotic tiers land here too. Shake is the less even of the two and dries out faster, so buy it in amounts you will finish. This shelf sells the larger weights; eighths are on the other flower shelves.
